Trade and economic cooperation

The People's Republic of China is the largest trading partner of the Republic of Kazakhstan.

According to the State Revenue Committee of the Ministry of Finance of Kazakhstan, in 2024 trade turnover between Kazakhstan and China achieved $30.1 billion (-0.001%), including exports from Kazakhstan to China – $14.9 billion (+1.4%) and Kazakhstan's imports – $15.2 billion (-1.3%).

According to the China's General Administration of Customs, in 2024, the trade turnover achieved to $43.8 billion (+6.8%), with exports from Kazakhstan at $15.8 billion (-3%) and imports at $28 billion (+13.2%).

According to the State Revenue Committee, in 2024, China's share in Kazakhstan's total trade turnover was 27.1%, turning China into the main trading partner of Kazakhstan.

Investment cooperation: According to the National Bank of Kazakhstan, the gross turnover of Chinese direct investments in Kazakhstan (from 2005 to 2024) totaled $26.4 billion. Kazakhstan's gross direct investments in China for the same period in total is $872.2 million. In the 2024 direct foreign investments from China to Kazakhstan reached $1.19 billion, while outflow from Kazakhstan to China was $84.6 million.

In the 2024 China ranks 5th among foreign investors in Kazakhstan, after Russia, Netherlands, South Korea and Belgium. In the period from 2005 to 2024 China ranks 4th after the Netherlands, the USA and Switzerland.

Since 2015, the Kazakhstan–China Coordination Committee for Industrialization and Investment Cooperation has been operating, co-chaired by the Ministry of Foreign Affairs of Kazakhstan and the National Development and Reform Commission of China. In total 21 committee meetings have been held.

Following the 21st meeting (October 16, 2024, Astana), the list of Kazakhstan–China priority projects includes 47 projects worth $14.74 billion in energy, agriculture, oil and gas, petrochemicals, chemicals, metallurgy, construction, industry, mining, automotive, transport, infrastructure, innovation, and finance.

Since 2013 the Kazakhstan–China Business Council (KCBC) has been operating. Since 2013 to 2024, seven meetings of the KCBC were held, resulting in 229 commercial documents signed totaling $61.38 billion.

On July 2, 2024, during the 7th KCBC meeting, were signed 45 commercial documents worth $3.7 billion.

Overall coordination of Kazakhstan–China strategic partnership is carried out by the Cooperation Committee, which includes 2 commissions, 1 coordination committee, and 13 subcommittees.

On March 18, 2025, the 12th session of the Cooperation Committee was held in Beijing, under the chairmanship of the First Deputy Prime Minister of Kazakhstan Roman Sklyar and Vice Premier of the State Council of China Ding Xuexiang.

Energy cooperation between Kazakhstan and China is actively developing in areas of extraction and export of Kazakh and transit oil and gas to China, civil nuclear energy, and renewable energy.

Transport cooperation: Nowadays, railway cargo transportation between Kazakhstan and China is carried out through the border checkpoints Dostyk (KZ) – Alashankou (PRC) and Altynkol (KZ) – Khorgos (PRC).

Transport between the two countries is conducted through the checkpoints Dostyk – Alashankou, Nur Zholy – Khorgos, Kalzhat – Dulaty, Bakhty – Pokitu, and Maikapchagai – Zimunai.

In 2024, the volume of railway cargo transportation between two countries achieved 32 million tons (+13%), including 19.935 million tons from Kazakhstan to China (+14%) and 12.112 million tons from China to Kazakhstan (+11%).

Regular passenger flight routes include: Astana – Beijing – Astana, Almaty – Beijing – Almaty, Almaty – Guangzhou – Almaty, Astana – Urumqi – Astana, Almaty – Urumqi – Almaty, Hangzhou – Almaty – Hangzhou, Astana – Xi’an – Astana, Almaty – Xi’an – Almaty, Almaty – Hangzhou – Almaty, Astana – Sanya – Astana, and Almaty – Sanya – Almaty.

The Khorgos International Center for Border Cooperation operates as a complex for trade, economic, and investment cooperation, consisting of Kazakh and Chinese sections located in the border areas of the two countries.

In the agricultural area, there has been a growing range of export products in recent years.

According to the Ministry of Agriculture of Kazakhstan, trade turnover of agricultural products between two countries in 2024 amounted to $1.1 billion (+16.8%).

Currently, 1,718 Kazakh agricultural enterprises are authorized to export their products to China (86 for livestock products, 1,629 for crop products).

As of February 7, 2024, the Chinese side lifted earlier imposed restrictions on foot-and-mouth disease in the southeastern regions of Kazakhstan (Abai, Almaty, Zhetysu, East Kazakhstan, Zhambyl, Turkistan, and Kyzylorda regions, as well as the cities of Almaty and Shymkent).

Work is underway to coordinate veterinary and phytosanitary requirements for the export of six additional types of agricultural products to China, including potatoes, beet pulp, oat flakes, cereals, dried mare’s milk, and poultry products.
