Bagdat Mussin made a report on RK Government session

On December 2, the Government session took place on the issues of agroindustrial complex and land relations digitization with participation of the Minister of Digital Development, Innovations and Aerospace Industry of RK Bagdat Mussin. During the session, the Minister made a report on implementation of current projects and shared the Ministry`s plans in the field of agroindustrial complex and land relations.    

Mussin highlighted that in order to effectively implement the digitization projects, a relevant infrastructure for agrobusiness is required. To implement the tasks, it was suggested to deliver the project on infrastructure provision for agroindustrial complex digitization for 2021-2025 with investment volume of KZT 50 bln under public/private partnership.

Besides, the Minister mentioned three major problems of land procedures.

“First, it is duration and complexity of the procedures. There are no clear and arranged mechanisms for interaction between citizens and agencies. Secondly, there are a lot of judicial disputes and complaints because of overlapping in land plot borders. Thirdly, architecture of the land cadastre system is obsolete. There are over 200 distributed databases to the level of regions, which entails information security and human factor risks” told Bagdat Mussin.

The Head of the Ministry suggested to consolidate all the registers and automate the service delivery process via Single State Cadastre and e-Gov Portal, and also create the Single Register of Electronic Queue.  

The Minister informed that capability to get land plots online was launched in pilot mode in Aktobe.

“We launched the service for provision of land plots with technical characteristics thereto online in pilot mode in Aktobe and significantly changed the process. Using the public cadastre map one can select a land plot online. An Akim`s decision, various contract acts, all of these will be drawn up online and be available in personal account” told B. Mussin.
