SHARING OF DATA INSTEAD OF PAPER WILL BECOME AVAILABLE VIA EGOV MOBILE

During a regular meeting, Interdepartmental Commission for Public Service Delivery in cooperation with government agencies addressed the issue of paper exclusion.  

Chairman of the Interdepartmental Commission – Minister of Digital Development, Innovations and Aerospace Industry Bagdat Mussin highlighted the relevance of reducing the number of paper and emphasized the need for rapid implementation of the required measures. 

“In his recent Message, the President set a clear task to cancel requesting of popular paper acknowledgments from citizens.  It means, we should proceed in the area. To date, we have canceled 6 paper and we can observe a positive economic impact. It is vital to suggest new approaches, keep up with the times, promote progress, apply and expand eGov Mobile capabilities” Minister added.

As it was mentioned by Daulet Bekmanov, Chairman of Public Services Committee under Ministry of Digital Development, today there are 694 services in the national register and about 50 of them are information services and paper.

“We held meetings with the representative from the number of ministries, discussed the issues of cancelling request of various paper from citizens and in the result, we suggest excluding 30 services this year. For instance, we suggest to cancel such abstracts as paper from narcological clinic, paper on retirement savings, paper on registration as unemployed and abstract on property address definition, while abstract of no criminal record is suggested to be cancelled within the country but it still be needed when visiting foreign countries.  Such measures will help reducing the paper workflow for up to 35 mln documents” D. Bekmanov highlighted. 

Paper workflow enables reducing new tools in the eGov Mobile mobile app. Thus, soon, users will be able to share personal information in the app by sending it from eGov Mobile directly to the messengers.  For example, one will be able to share information on residential address by sending it using any convenient option. Those who request this information will get a link from eGov Mobile. It will be possible to share other personal information the same way. Share via QR code is also available.

Moreover, third parties can request information from citizens, which they can share by confirming a notification for the request for personal data sent to the app. 

Moreover, it will become easier to obtain a digital signature via eGov Mobile. To do this, users will need to submit biometrics (the system will scan a citizen`s identity), answer the questions and indicate a phone number, after which a phone number is registered in the Mobile Citizens Database and digital signature is installed to a telephone. The process will also facilitate registration of e-Gov users via eGov Mobile.

Also, within the meeting, the issue was considered on optimization of public services popular among citizens. Representatives from Ministry of Labour and Social Protection of Citizens of RK suggested business processes for reduction of delivery terms for such services as assignment of benefits to large families, benefits for care after the lifelong disabled of the 1st group, payments upon loss of earning capacity, etc.

Along with that, business suggestions on integration services on Smart Bridge platform were considered.

It is worth reminding that the Interdepartmental Commission meetings are held with participation of digital commissars, who also shared their views on the discussed issues.
