In Washington, D.C., Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Ministry of Science and Higher Education of the Republic of Kazakhstan, Kazakhtelecom JSC, Freedom Holding Corp. and OpenAI, Inc. signed a Memorandum of Understanding to collaborate on developing artificial intelligence–powered education and digital skills across Kazakhstan. This document lays the foundation for long-term cooperation in integrating AI solutions into Kazakhstan’s education system.
Under the agreement, educators in Kazakhstan will gain access to ChatGPT Edu — a version of ChatGPT for academic institutions. Built for large-scale use in education, ChatGPT Edu offers access to OpenAI’s latest models with enterprise-grade security, data privacy, and administrative controls. It includes advanced capabilities such as data analytics, document summarization, and the ability to build custom GPTs, with the potential to save teachers time by removing the administrative tasks from their day.
Under the Memorandum, at least 165,000 OpenAI licenses will be provided to educators and staff each year over the next three years.
"AI is already being used by educators around the world to reduce admin and spend more time on students’ learning and development. With the right support, educators can build their experience with these tools and get the most out of AI in their classrooms. Our agreement with the Government of Kazakhstan will help local educators use ChatGPT and bring the benefits of AI into schools nationwide.” - Kevin Mills, Head of GTM Education and Government Programs at OpenAI
The initiative supports Kazakhstan’s national strategy for digital transformation and human capital development, providing educators with access to world-class technologies. The implementation of the agreement will foster innovative thinking, critical analysis, and creativity among learners, while strengthening the digital competencies of educators.
