
By the Decree of the Head of State dated 7 March 2024 No. 494 "On the membership of the Republic of Kazakhstan in the European Commission for Democracy through Law" (https://adilet.zan.kz/rus/docs/U2400000494):
The Chairperson of the Constitutional Court Elvira Azimova was appointed as a member of the European Commission for Democracy through Law (hereinafter - Venice Commission) from the Republic of Kazakhstan;
Minister of Justice Azamat Yeskaraev was appointed as a deputy member of the Venice Commission on behalf of the Republic of Kazakhstan.

The Venice Commission serves as an advisory body to the Council of Europe, specializing in constitutional matters. Established in 1990 amid the turbulent political transformations in Eastern Europe, it was founded based on a resolution of the Committee of Ministers. Its primary mandate is to offer "emergency constitutional assistance" to states undergoing transition.
The Commission is composed of 61 states: 46 Council of Europe member states and 15 other non-European members (Algeria, Brazil, Canada, Chile, Costa Rica, Israel, Kazakhstan, Republic of Korea, Kosovo, Kyrgyzstan, Mexico, Morocco, Peru, Tunisia and the United States).
The Venice Commission has been collaborating with Kazakhstan for over two decades. Kazakhstan held observer status since 1998 and became a full member of the Venice Commission in 2012 through the Decree No.283 issued by the President of the Republic of Kazakhstan on March 13, 2012.
