General safety requirements for open-pit mining

The project documentation for the construction, expansion, reconstruction, modernization, conservation and liquidation of hazardous production facilities is subject to approval in accordance with Article 78 of the Law of the Republic of Kazakhstan "On Civil Protection" of April 11, 2014.

All work during the development of an open-pit deposit must be carried out in accordance with the project documentation and compliance with the Rules for Ensuring Industrial Safety for hazardous Production facilities conducting mining and geological exploration work in accordance with the order of the Minister for Investment and Development of the Republic of Kazakhstan No. 352 dated December 30, 2014.

Projects and schemes for the layout of sites; placement and installation of equipment; heating, lighting, alarm and communication devices, household and industrial premises should be developed taking into account the rules of technical and fire safety, sanitary rules and regulations, in accordance with the technical conditions of the equipment and technical means used.

The site for placing the equipment must be cleared of foreign objects and planned. For the construction of exploration wells, equipment that meets all the requirements of the legislation must be used.

Entities extracting solid minerals by explosive method must comply with the requirements of the Rules for Ensuring Industrial Safety for hazardous production facilities conducting mining and geological exploration. Blasting, storage, transportation and accounting of explosive materials at open-pit mining facilities should be carried out by a specialized organization in accordance with the order of the Minister for Investment and Development of the Republic of Kazakhstan dated December 30, 2014 No. 343 "On approval of the Rules for ensuring industrial safety for hazardous production facilities conducting explosive work".

Workers and specialists of open-pit mining operations are provided with special clothing, special shoes, serviceable protective helmets, glasses and other personal protective equipment corresponding to their profession and working conditions.

For communication between the ledges of mining operations, strong ladders with double-sided handrails with a slope of no more than 60 ° or exits with a slope of no more than 20 ° are arranged. Flight stairs at a height of more than 10 m with a width of at least 0.8 m, with horizontal platforms at a distance from each other in height of no more than 15 m. The distance and places of installation of ladders along the length of the ledge are set by the mining development plan.

Stairs and staircases should be systematically cleaned of snow, ice, dirt and sprinkled with sand.

Not allowed:

1) people should be in the dangerous zone of working mechanisms, within the prism of a possible collapse on the ledges and in the immediate vicinity of the lower edge of the slope of the ledge.

2) work on ledges in the presence of overhanging canopies, blocks of large boulders, overhangs of snow and ice. If it is impossible to eliminate the pins or frill the side, all work in the dangerous zone is stopped, people are removed, and the dangerous area is fenced with the installation of warning signs.

There is a security system at the open-pit mining facility that excludes access by unauthorized persons.
