In the message to the people of Kazakhstanot January 17, 2014 "Kazakhstan's way — 2050: Common goal, common interests, common future."
Head of state Nursultan Nazarbayev outlined and justified a completely new concept in the national history — "Mangilik El".
In fact, this is the national idea and state ideology of our state, which is based not only on the centuries-old dream of our people, but also on the concrete results of Kazakhstan's development over the years of independence. In the context of globalization, the integration role of the national idea largely determines the competitiveness of a multi-ethnic state and the country's entry into the top thirty most developed countries in the world by 2050. In a globalizing (changing) world, the national idea is especially necessary, since it is able to consolidate ethnic groups and the country.
The Concept of Kazakhstan becoming one of the 30 most developed countries in the world outlines long-term priorities for the upcoming work:
The first. Improving the efficiency of traditional extractive sectors. It is important to increase the development of rare earth metals, given their importance for high — tech industries such as electronics, laser technology, communications and medical equipment. This industry should attract investment from foreign engineering companies by simplifying legislation.
Second. Ensuring the transition to innovative tracks of the agro-industrial complex. Support for small and medium-sized businesses.
First of all, those who introduce new technologies and continuously improve productivity and work on the basis of the best international standards should work on the earth.
The third. Creating a knowledge – based economy is, first of all, increasing the potential of Kazakhstan's science.
Fourth. Ensuring the dynamic development of the infrastructure triad – agglomerations, transport, and energy.
Fifth. The development of small and medium – sized businesses is the main tool of industrial and social modernization of Kazakhstan in the XXI century.
Sixth. A developed country in the twenty – FIRST century consists of active, educated and healthy citizens.
Seventh. Improving the work of state institutions.
We need an atmosphere of fair competition, justice, the rule of law, and a high legal culture when moving to the top 30 developed countries in the world. We need updated tools for interaction between the state and the non-governmental sector and business. Equality before the law must become the real Foundation of the rule of law. The judicial system should become transparent and accessible in practice, and resolve all disputes simply and quickly.
