Bankruptcy Procedures Are Becoming Simpler and More Convenient

The State Revenue Committee continues to improve bankruptcy procedures for individuals, sole proprietors, and legal entities, making them more convenient, transparent, and accessible to all parties involved.

Whereas previously many documents and requests regarding bankruptcy had to be submitted on paper or through various information systems, today most of these processes have been converted to electronic format.

Since October 2024, rehabilitation and bankruptcy procedures for legal entities and individual entrepreneurs have been available in digital format through the Taxpayer’s Portal. This has significantly simplified interaction between procedure administrators, creditors, and state revenue authorities.

Since the beginning of 2026, additional electronic services have been introduced:

-    automated receipt and publication of notices regarding bankruptcy proceedings;

-    expanded capabilities for obtaining up-to-date information on the progress of rehabilitation and bankruptcy proceedings;

-    convenient electronic access to information about debtors subject to the relevant proceedings.

New digital solutions are already being actively used in practice. In 2025 alone, administrators posted more than 3,000 updates on the progress of bankruptcy and rehabilitation proceedings. Efforts to improve the personal bankruptcy framework are also ongoing. For instance, the Qoldau system now allows creditors to file complaints electronically if they disagree with decisions made by the state revenue authorities.

In addition, the Committee regularly conducts outreach activities with participants in bankruptcy proceedings. Thanks to these meetings and consultations, the number of unfounded complaints has decreased significantly, which has accelerated the processing of citizens’ inquiries and improved the efficiency of interactions.

The ongoing digitalization process reduces the time required for information exchange, minimizes paper-based document flow, increases the accessibility of government services, and makes bankruptcy procedures more transparent and convenient for all participants.
