Stages of universal declaration

In pursuance of the 42 steps of the National Plan – 100 concrete steps to implement the five institutional reforms of Elbasy Nursultan Nazarbayev and the anti-corruption strategy of the Republic of Kazakhstan, universal declaration is being introduced in stages from January 1, 2021. This was announced by Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Zhaidar Inkerbayev during a press conference in the CCS.

Individuals in the first year submit an "entry" declaration of assets and liabilities to fix accumulated assets on the date of entry into the declaration system, and subsequently, if there are grounds, annually submit a declaration of income and property.

The first to declare their personal assets and liabilities were civil servants and persons equated to them, and their spouses, since this category is the most prepared category of citizens (99.9% of them submit tax reports in electronic form).

The second from January 1, 2023, will be the "entrance" declaration of assets and liabilities of employees of state institutions and the quasi-public sector, and their spouses.
From January 1, 2024, the declaration will cover business representatives, these are managers, founders (participants) of legal entities and individual entrepreneurs, with their spouses.
And the declaration of the remaining categories of citizens will be the last from January 1, 2025.
According to preliminary data, 13 million people will enter the universal declaration system.
The transition to universal declaration will reduce the shadow turnover, the level of corruption and provide additional revenues to the state budget.
The declarations will be used as a source of information about the income received, applied tax deductions for social expenses and will become an effective tool of state support to the population.
