New approaches to working with investors discussed in Karaganda region

araganda region, investors can count on real legal support and protection of their interests. At the end of last year, at the initiative of the President, the Committee for the Protection of Investors' Rights was established at the Prosecutor General's Office. This is a new approach to working with businesses that allows us to quickly solve problems and eliminate administrative barriers.

In each region, regional prosecutors serve as investment prosecutors. Working groups have also been set up to support projects and help solve business problems. New tools for working with investors and practical support measures were discussed at a meeting with businesses.

— The head of state puts the protection of investors' rights at a high level. Our goal is to make the region a place of opportunity where investors come for a long time, and not for a single project. We are ready to strengthen the region's image as reliable and predictable for business and provide support," says Akim of the region Ermaganbet Bulekpayev.

He stressed that working with investors is based on three principles: openness, legality and partnership. Every investor should know who to contact, where to get help, and how quickly their issue will be resolved — without unnecessary barriers and bureaucracy.

The Prosecutor's Office acts as a guarantor of these principles. There is a working group in the region that accompanies projects at all stages and helps their practical implementation.

— Our common goal is to create a stable and comfortable investment climate. This is possible when the investor is confident in the law and the state. The prosecutor's office is ready to support business on all issues," said the prosecutor of the region Bauyrzhan Myrzakerov.

There is a prosecutor's filter in the region. It implies mandatory coordination with the prosecutor of decisions of government agencies concerning investors. Thanks to this system, 23 unjustified inspections were rejected, in 88 cases investors were not held administratively liable, and 65 problematic issues were resolved when projects were supported.

AlexanderKritsky, Director of SILKROADELECTRONICLLP, noted the effectiveness of cooperationwith the supervisoryauthority.

— We already have a successful case in our practice, when the prosecutor's office promptly responded to the situation and helped restore the rule of law. Thanks to the principled and constructive position, the issue was resolved legally and within a reasonable time. This format of interaction allows entrepreneurs to focus on the development of production and the creation of new jobs, without being distracted by administrative barriers," said Alexander Kritsky.

There is also a one-stop shop principle and an investment headquarters in the region. A new investment strategy has been adopted, where the mayors of cities and districts are personally responsible for the implementation of investment projects.

— 124 investment projects are included in the regional pool, some of which are already being actively implemented. Thanks to the system support, the region has risen to the first place in the rating of the National Digital Investment Platform," explained Askar Gazaliev, Head of the Department of Entrepreneurship and Industry.

A single operator for working with investors, Qaragandy INVEST, is being created in the region. He will combine work with local and foreign entrepreneurs, accompany projects and coordinate the actions of government agencies. The Chamber of Entrepreneurs collects feedback and suggests improvements in legislation and law enforcement practice.

For 2026, the goal is not only to maintain the current support system, but also to strengthen it, expand working solutions and continue to reduce administrative barriers to attract investment in the Karaganda region.
