The Senate has adopted a number of important amendments to legislative acts in the field of nuclear energy use, the press service of the Ministry of Energy of the Republic of Kazakhstan reports.
During the plenary session, deputies of the Senate of the Parliament of the Republic of Kazakhstan approved the draft law "On amendments and additions to certain legislative acts on use of nuclear energy".
According to the Minister of Energy Nurlan Nogayev, the purpose of the draft law is to ensure the radiation safety of the population. The proposed amendments to the legislation are aimed at solve the problems of improving the legal regulation in the field of radiation safety and protection of public health.
To this end, the draft law proposes the following changes:
- clarification of terminology and conceptual apparatus in order to clearly interpret the norms of the Laws "On use of nuclear energy" and " On radiation safety of population»;
- differentiation of powers and functions of state bodies for the purpose of high-quality implementation of the state policy in the field of radiation safety of population, as well as the elimination of duplication of powers;
- granting the right to personnel employed at nuclear power facilities to re-pass certification in order to liberalize the procedures for passing the knowledge test;
- regulation of emergency preparedness and response to nuclear and radiation accidents during the transportation of nuclear materials, radioactive substances and radioactive waste;
- re-examination of nuclear, radiation, and nuclear physical safety only in case of changes in the systems, equipment, and design and operational documentation of a nuclear installation;
- optimization of public services in the field of nuclear energy use, which will ensure the principle of "one statement".
