An AI navigator for mandatory business requirements was presented in Astana

  A pilot project for a register of mandatory requirements for entrepreneurship was presented in Astana. Developed by the Ministry of National Economy in pursuance of the Head of State's instruction in his September 8, 2025, Address, "Kazakhstan in the Era of Artificial Intelligence."

The project presentation took place at the Alem.ai International Artificial Intelligence Center. The project was presented by Vice Minister of National Economy Bekbolat Moldabekov.

The AI-based system collects business requirements from regulatory legal acts in one place and helps determine which ones apply to a specific type of activity.

Today, business requirements are contained in thousands of regulatory legal acts: laws, codes, regulations, and departmental orders. The same obligation can be specified in multiple documents, and regulations are constantly changing. As a result, it can be difficult for entrepreneurs to determine which requirements apply to their specific situation.

"Entrepreneurs often have to spend considerable time searching through a vast array of legislation for requirements that specifically apply to their business. Our goal is to make this process simpler and more understandable. Using artificial intelligence, the registry collects the necessary requirements in one place and shows who they apply to, what exactly needs to be done, the deadlines, and how to confirm compliance. This will allow businesses to more quickly navigate the legislation and focus on their core business," noted Bekbolat Moldabekov.

Artificial intelligence analyzes the texts of regulatory legal acts and identifies specific obligations. For each, it determines who must comply with it, what the obligation is, under what conditions and within what timeframe, how compliance is confirmed, which body carries out oversight, and what penalties are imposed for violation.

Final decisions on each requirement are made by a human. No regulation is automatically confirmed. An authorized government agency verifies, edits, or rejects each requirement. All actions are recorded in the system, allowing for the tracking of change history.

How it will work for businesses

The registry will serve as a guide for entrepreneurs navigating legal requirements. Users will simply select their activity type according to the ACCEA (All-Classifier of Economic Activities), specify the BIN, industry, or relevant scenario, and answer a few questions.

The system will then create a personal profile tailored to their specific activity. It will list the required permits with links to eGov.kz and eLicense.kz, requirements for various stages of business operations, and general responsibilities in the relevant regulatory areas.

Based on the generated profile, entrepreneurs will be able to obtain a reference report in PDF format. It will be prepared using a language model based solely on the standards included in the profile, without any additional assumptions. This document is informational in nature and will help businesses quickly navigate current regulations.

This way, businesses will be able to reduce the time spent searching for necessary information, reduce the risk of non-compliance, and more quickly determine the necessary permits and obligations for launching or developing a project.

The registry will track legislative changes.

The system will also track legislative changes. When a new version of a regulatory legal act appears, it will compare it with the previous version and show which provisions have been added, changed, or excluded.
