Subsidies, grants up to 5 million, and preferential loans: new terms of the "Isker Aimaq" program

What opportunities do entrepreneurs in the region have today, how to get government support and what projects can provide new jobs - these questions became the main issues at the meeting of Vice-Minister of National Economy Erlan Sagnaev with residents and business representatives of the Tolebi district of the Turkestan region.

One of the topics of the meeting was the development of social entrepreneurship. From August 31, social entrepreneurs can participate in the “Isker Aimaq” program without industry restrictions. As part of the program, you can receive subsidies of up to 50% of the nominal interest rate on loans up to 200 million tenge for a period of up to three years, as well as grants up to 5 million tenge, preferential premises and non-financial support. At the same time, a working group has been created under the Ministry of National Economy, which is considering proposals for further improvement of support measures.

Another issue that directly concerns entrepreneurs is related to access to legal requirements. At the meeting, a Register of mandatory requirements in the field of entrepreneurship, powered by artificial intelligence, was presented. It allows you to find requirements related to a specific activity in one place.

Business development in the area is already accompanied by specific projects. The KazPlast clothing factory worth 1.5 billion tenge operates in the Tolebi region. The company produces up to 90 thousand units of winter special work clothing per year.

Among the major projects is the construction of a plant for the production of aluminum coils of QazCoilPro LLP. Investments in the project will amount to 115 billion tenge. The company is planned to be located on an area of 24 hectares in the rural district of Kielitas, creating 120 jobs.

A significant part of the region's economy is associated with agriculture. The volume of production amounted to 17.4 billion tenge. In 2025, a fishery farm, Fish House LLP, and a poultry slaughterhouse, ABZAL GROUP LLP, were launched here with a total cost of 5.1 billion tenge. In 2026, it is planned to implement two more investment projects for the same amount.

The issue of efficient use of water is also important for agricultural producers. Today, water-saving technologies are used on 2,761 hectares, and they are planned to be introduced on another 412 hectares this year.

Questions from residents and entrepreneurs also related to the “Auyl Amanaty” project. The meeting participants were interested in the conditions of participation, mechanisms of government support and opportunities for starting and expanding their own business.
