Information on the work done as of March 31, 2021 by the Department of Architecture, Urban Planning and Construction of the Terektinsky district
Water supply
In 2018 - 2019, the construction of 6 water supply facilities was started in 6 rural localities (Bogdanovka, Prirechnoye, Yubileynoye, Yaik, Uzunkol, Zhana-Omir). Of these, in 2019, 4 water supply facilities were completed and put into operation in 4 localities (Yubileynoye, Yaik, Uzunkol, Zhana-Omir).
In 2020, 2 water supply facilities were completed and put into operation for a total amount of 384.5 million tenge, including:
"Reconstruction of the water supply system of the village of Bogdanovka in the Terektinsky district of the West Kazakhstan region" worth 198 million tenge;
"Reconstruction of the water pipeline in the village of Prirechnoye, Terektinsky district of the West Kazakhstan region" worth 186.5 million tenge.
To date, in the Terekty district, access to centralized water supply is 21 SNP (out of 52 SNP) or 40.4% of the total number of settlements, in which 33.2 thousand people or 82.3% of the total population live.
In 2021, it is planned to implement 4 projects for the construction and reconstruction of water pipes in the villages of Podstepnoye, Poyma, Ulken Enbek, Socialism with a total estimated cost of 3,039 million tenge, including:
1. Reconstruction of the water supply system in Podstepnoye village, Terektinsky district, WKO-estimated cost-1,545 million tenge;
2. Reconstruction of the water pipeline in the village of Poyma of the Terektinsky district of the West Kazakhstan Region-estimated cost of 621.1 million tenge;
3. Construction of a water pipeline in the village of Socialism of the Terektinsky district of the West Kazakhstan region-estimated cost of 312.7 million tenge;
4. Construction of a water pipeline with.Ulken Enbek of the Terektinsky district of the West Kazakhstan region – with an estimated cost of 560.1 million tenge.
To date, a competition has been held to select a contractor and technical supervision for the implementation of the project "Reconstruction of the water supply system in the village of Podstepnoye in the Terektinsky district of the West Kazakhstan Region". According to the results of the competition, the winners were recognized (the contractor-"Baisyn-A" LLP, technical supervision - not determined, author's supervision - "Uralvodproekt" LLP).
A competition was held to select a contractor and technical supervision for the implementation of the project "Reconstruction of the water pipeline in the village of Poyma of the Terektinsky district of the West Kazakhstan Region". According to the results of the competition, the winners were recognized (contractor-DANEKER LLP, technical supervision-Muztau LLP, author's supervision-Architect Construction Group LLP) the amount of the contract is 558.722 million tenge.
A competition was held to select a contractor and technical supervision for the implementation of the project "Construction of a water pipeline in the village of Socialism of the Terektinsky district of the WKO". According to the results of the competition, the winners were recognized (contractor-DANEKER LLP, technical supervision-Muztau LLP, author's supervision-Architect Construction Group LLP) the amount of the contract is 503,808 million tenge.
A competition was held to select a contractor and technical supervision for the implementation of the project "Construction of a water pipeline in the village of Socialism of the Terektinsky district of the WKO". According to the results of the competition, the winners were recognized (contractor - "QazConstructions" LLP, technical supervision - "TN stroy" LLP, author's supervision - "Architect Construction Group "LLP) the amount of the contract is 281.274 million tenge.
Also, design and estimate documentation was developed and a positive conclusion of a comprehensive non-departmental expertise was obtained on water supply projects in 3 rural settlements of Abay village, Talpyn village, Magistralnoye village with a total estimated cost of 971.8 million tenge, including:
1. Construction of a water pipeline in the village of Abay in the Terektinsky district of the West Kazakhstan region-estimated cost of 348 million tenge;
2. Construction of a water pipeline in the village of Magistralnoye in the Terektinsky district of the West Kazakhstan region-estimated cost of 329.2 million tenge;
3. Construction of a water pipeline in the village of Talpyn in the Terektinsky district of the West Kazakhstan region-estimated cost of 294.6 million tenge;
The development of design and estimate documentation for the water supply of the village of Barbastau with a total preliminary cost of 422 million tenge is underway.
If the above-mentioned 8 projects are implemented, the district's centralized water supply indicator will increase to 90%.
Gas supply
This year, Terektinsky district has implemented 2 projects for gasification of 10 gas pipelines for a total amount of 943.5 million tenge, including:
1. Gas supply to the villages of Donetsk, Bogdanovka, Pridorozhnoye, Prirechnoye, Algabas, Sarsenovo, Shoptykul of the Terektinsky district of the West Kazakhstan region worth 640.2 million tenge.
2. Gas supply to the villages of Dolinnoye, Tonkeris, Konysay of the Terekty district of the West Kazakhstan region worth 303.3 million tenge.
The customer for the implementation of these projects was the Department of Energy and Housing and Communal Services of the West Kazakhstan region.
Currently, at the expense of the owners of residential buildings, work is underway to connect the networks to residential buildings and connect them to the gas supply system.
In 2021, it is planned to gasify social facilities in the above-mentioned rural settlements.
Upon completion of these projects, 43 villages (out of 52 rural settlements) or 82.7% of the total number of settlements or 98% of the total population of the district will be gasified.
To date, a competition has been held to select a contractor and technical supervision for the implementation of the project "Construction of a gas pipeline to the social facilities of the village of Bogdanovka in the Terektinsky district of the West Kazakhstan Region". According to the results of the competition, the winners were recognized (contractor-Batysgazstroy LLP, technical supervision-DSV LLP), the amount of the contract is 47.3 million tenge.
In addition, design and estimate documentation was developed and a positive conclusion of a comprehensive non-departmental expert examination was received on projects for gasification of social facilities in the villages of Pridorozhnoye, Algabas, Kabyl Tobe with a total estimated cost of 60.8 million tenge, including:
1. Construction of a gas pipeline to social facilities in the village of Pridorozhnoye, Terektinsky district of the West Kazakhstan region-estimated cost of 10.5 million tenge;
2. Construction of a gas pipeline to the social facilities of the village of Algabas in the Terektinsky district of the West Kazakhstan region-estimated cost of 35.1 million tenge;
3. Construction of a gas pipeline to the social facilities of Kabyl Tobe village, Terektinsky district, WKO-estimated cost of 15.2 million tenge;
A competition was held to select a contractor and technical supervision for the implementation of the project "Construction of a gas pipeline to the social facilities of the village of Algabas in the Terektinsky district of the West Kazakhstan region". According to the results of the competition, the winners were recognized (contractor-Batys Kotlo Montazh LLP, technical supervision-Muztau LLP, author's supervision-Uralgazproekt LLP).
A competition was held to select a contractor and technical supervision for the implementation of the project "Construction of a gas pipeline to social facilities in the village of Pridorozhnoye in the Terektinsky district of the West Kazakhstan Region". According to the results of the competition, the winners were recognized (contractor-Batys Kotlo Montazh LLP, technical supervision-Ural Engineering LLP, author's supervision-Engineer+LLP).
For two settlements: the village of Algabas and the village of Pridorozhnoye, funds were allocated for the implementation of projects in the amount of 22.3 million tenge for 2021
The development and preparation of design and estimate documentation for the examination of projects for the gasification of social facilities in 8 rural settlements (Tonkeris, Dolinnoye, Prirechnoye, Shoptykol, Sarsenovo, Duana, Bozay, Satym Shegen) with a total preliminary cost of 312 million tenge is underway.
Gasification projects for 10 settlements were also developed earlier: Kabyl Tobe, Novaya Tochka, Suttigendy, Tasan-Shegen, Bekey, Satym-Shegen, Bozay, Karabas, Duana, Rybtsekh – for a total amount of 511,504 million tenge, which were transferred for further implementation to the Department of Energy and Housing and Communal Services of the West Kazakhstan region.
Housing construction
In 2019, the construction of two 3-storey multi-apartment residential buildings(36 apartments in the village of Fedorovka and 24 apartments in the village of Akzhaik) was completed in the Terekta district as part of the implementation of the housing construction program "Nurly Zher".The construction of 2 IKI facilities for these residential buildings (electricity, gas, water, sewerage, communications) has also been completed.
The total area of commissioned residential buildings in 2019 was (20322 sq. m.) compared to the indicator of 2018 (17011 sq. m.) the area of commissioned residential buildings increased by 19.5%. Including under the Nurly Zher program, the number of rental areas commissioned in 2018 was 1383 sq. m., in 2019 this indicator increased to 5701 sq. m. The housing commissioning plan for 2020 is 20530 sq. m., according to the results of 12 months, housing commissioning was 20 554 sq.m. (100%).
The housing commissioning plan for 2021 is 27,308 sq. m. , according to the results of 3 months, housing commissioning amounted to 4203 sq. m. (15.4 %)
In 2020, the implementation of 2 projects for the construction of forty 3-storey 6-apartment residential buildings(240 apartments) in the village of Tokpai of the Terektinsky district with a total area of 25,000 sq.m. (240 apartments, the area of 1 apartment-104.2 sq. m.) was started.
The total amount of the contract for the construction of 2 objects is 3,584 million tenge, 2,848. 6 million tenge was allocated for 2020, 2,443. 1 million tenge (85.7%) was disbursed, the amount, of which:
1. Construction of twenty 6-apartment 3-storey residential buildings in the village of Tokpai Podstepnovsky s/o Terektinsky district of the West Kazakhstan region (without landscaping and outdoor networks) - allocated 1 787.2 million tenge, mastered 1 582.1 million tenge (90.4%);
2. Construction of twenty 6-apartment 3-storey residential buildings along the Uralsk-Aksai highway in Tokpai village of Podstepnovsky s/o of Terektinsky district of the West Kazakhstan region (without landscaping and outdoor networks) - 1,098 million tenge was allocated, 861.0 million tenge (78.4%) was spent.
In addition, to date, design and estimate documentation has been developed and a positive conclusion of a comprehensive non-departmental examination has been received for 8 projects for the construction of 3-storey apartment buildings in rural settlements (Fedorovka village - 3 houses, Podstepnoye village-2 houses, Zhana Omir village-2 houses, Akzhaik village-1 house) for a total amount of 2,422 million tenge, including:
1. Construction of a 3-storey multi-apartment residential building in the village of Zhana Omir in the Terektinsky district of the West Kazakhstan region-estimated cost of 339.4 million tenge;
2. Construction of a 3-storey multi-apartment residential building in the village of Fedorovka in the Terektinsky district of the West Kazakhstan region-estimated cost of 348.5 million tenge;
3. Construction of a 3-storey apartment building in the village of Fedorovka, Terektinsky district, WKO-estimated cost of 289.6 million tenge;
4. Construction of a 3-storey apartment building in the village of Fedorovka, Terektinsky district, WKO-estimated cost of 289.6 million tenge;
5. Construction of a 3-storey multi-apartment residential building in the village of Akzhaik in the Terektinsky district of the West Kazakhstan region-estimated cost of 289.6 million tenge;
6. Construction of a 3-storey multi-apartment residential building in the village of Zhana Omir, Terektinsky district of the West Kazakhstan region-estimated cost of 289.2 million tenge;
7. Construction of a 3-storey apartment building in Podstepnoye village, Terektinsky district, WKO-estimated cost of 288.2 million tenge;
8. Construction of a 3-storey apartment building in Podstepnoye village, Terektinsky district, WKO-estimated cost of 288.2 million tenge.
Of the 8 projects of multi-apartment residential buildings, 6 projects were previously supported by the OBK for 2021-2022, funds were allocated for the construction of these objects in the amount of 885,025 .0 million tenge, it is planned to introduce housing in 2022 – 7543.68 m2.
Implementation of engineering and communication infrastructure networks
According to the program development and arrangement of engineering and communication infrastructure in 2019, the object "Construction of power supply of 528 sites in the village of Fedorovka of the Terektinsky district" was completed and put into operation at a cost of 184.2 million tenge.
In 2020, a water supply project was implemented for 528 land plots in the village of Fedorovka in the Terekty district with a total capacity of 104.1 million tenge.
In addition, the design and estimate documentation was developed and a positive conclusion was obtained from a comprehensive non-departmental expert examination on the gas supply project for 528 land plots in the village.Fedorovka of the Terektinsky district worth 66.9 million tenge, which was previously supported by the OBK.
A competition was held to select a contractor and technical supervision for the implementation of the project " Gas supply of 528 land plots in S.Fedorovka of the Terektinsky district". According to the results of the competition, the winners were recognized (contractor-StroyGazCompany LLP, technical supervision-Muztau LLP, author's supervision-Engineer+LLP).
In October 2020, the project "Construction of a medium-pressure gas pipeline on 222 sections in the village of Tokpai in the Terektinsky district of the West Kazakhstan region" was launched – the contract amount is 50.3 million tenge. The contractor for the construction and installation works is SPS LLP.
A competition was held to select a contractor and technical supervision for the implementation of the project "Construction of external engineering networks for twenty 3-storey residential buildings along the Uralsk-Aksai highway in the village of Tokpai, Podstepnovsky village of Terektinsky district, WKO". According to the results of the competition, the winners were recognized (contractor - "GEMAKASES" LLP, technical supervision - "Complex of Engineering Services in Construction" LLP), the amount of the contract is 64.4 million tenge.
In addition, to date, design and estimate documentation has been developed and a positive conclusion of a comprehensive non-departmental expert examination has been received for the following ICI projects:
-24 projects for the construction of engineering and communication infrastructure for 3-storey apartment buildings (gas, water, electricity) for a total amount of 411,085 thousand tenge;
- 1 project for the construction of electricity supply to residential buildings on the street No. 49 S.Podstepnoye of Terektinsky district of WKO" - estimated cost of 66.9 million tenge;
- 1 project for the construction of a water pipeline to 290 sites with.Tokpai of Terektinsky district of WKO-estimated cost of 572.8 million tenge.
The development and preparation of design and estimate documentation for the examination of the following ICI projects is underway:
1. Construction of water supply to 780 land plots in the village of Zhana Omir in the Terektinsky district of the West Kazakhstan region-preliminary cost of 367 million tenge.
2. Construction of water supply to 234 land plots in the village of Yubileynoye in the Terektinsky district of the West Kazakhstan region-preliminary cost of 115 million tenge.
3. Construction of water supply to 310 land plots in Aksuat village of Terektinsky district of WKO-preliminary cost of 213 million tenge.
4. Construction of electricity supply to 429 land plots in the village of Aitievo in the Terektinsky district of the West Kazakhstan region-preliminary cost of 132 million tenge.
5. Construction of electricity supply to 310 land plots in Aksuat village of Terektinsky district of WKO-preliminary cost of 95 million tenge
6. Construction of gas supply to 780 land plots in the village of Zhana Omir in the Terektinsky district of the West Kazakhstan region-preliminary cost of 192 million tenge.
7. Construction of gas supply to 234 land plots in the village of Yubileynoye in the Terektinsky district of the West Kazakhstan region-preliminary cost of 57 million tenge.
8. Construction of gas supply to 135 land plots in the village of Akzhaik in the Terektinsky district of the West Kazakhstan region.
9. Construction of electric lighting along the highway of republican significance Samara-Shymkent S.Zhana Omir of the Terektinsky district of the West Kazakhstan Region-preliminary cost of 49 million tenge.
10. Construction of electric lighting along the highway of republican significance Samara-Shymkent S.Podstepnoe of Terektinsky district of WKO-preliminary cost of 44 million tenge.
11. Construction of the transfer of electric lines with a capacity of 110 kW to the village of Podstepnoye in the Terektinsky district of the West Kazakhstan region.
Social and cultural objects
This year, at the expense of KPO b. v., the implementation of the project "Construction of a sports and recreation complex for 160 seats in the village of Podstepnoye of the Terektinsky district of the West Kazakhstan region" with an estimated cost of 335 million tenge and the implementation of the project "Construction of engineering and communication infrastructure and improvement of a sports and recreation complex for 160 seats in the village of Podstepnoye of the Terektinsky district of the West Kazakhstan region" with an estimated cost of 109 million tenge.
To date, the construction work has been completed by 95%, the planned completion date is in May 2021.
For the construction of social and cultural facilities on the territory of the Terektinsky district this year, design and estimate documentation was developed for the object "Construction of a school for 108 places in the village of Poyma of the Terektinsky district of the West Kazakhstan Region", a positive conclusion of a comprehensive non-departmental examination was received, with an estimated cost of 530 million tenge.
Also, projects have been developed for the objects " Construction of a school for 600 places in p.Podstepnoye of Terektinsky district of WKO " with a preliminary cost of 2,303 million tenge is undergoing a comprehensive non-departmental examination.
"Construction of a sports and recreation complex in the village of Zhana Omir of the Terektinsky district of the West Kazakhstan region" with a preliminary cost of 125 million tenge is being prepared for referral for examination.
In addition, in 2020, the project "Construction of a house of culture for 300 people in the village of Zhana Omir of the Terekta district of the WKO" was launched. In 2021, a competition will be announced to select a contractor to perform construction and installation work.
