Implementation of language policy

The language policy in the Akmola region is implemented in accordance with the"action plan for the implementation of the state program for the implementation of the language policy in the Republic of Kazakhstan in the Akmola region for 2020-2025". The following work was carried out in the 3 main areas defined by the regional action plan:

The first direction is the modernization of the Kazakh language based on the Latin alphabet.

Among the population of the Akmola region, 60-70% of the adult population, that is, civil servants and civil servants, received a lot of information about the Latin script. Activities in this direction were comprehensively promoted in social networks.

Regional and city language training centers conducted online seminars on the topic" Some issues of the online language learning process".

In accordance with the action plan for the gradual transition of the Kazakh alphabet to the Latin script until 2025," in order to popularize and promote the Latin alphabet, several events were organized, including online round tables and online seminars through the ZOOM platform.

In particular, on February 11, 2021, the Bulandyn district KSU " Language Training Center "organized a regional round table"transition to the Latin alphabet-new stages of development of Kazakhstan". The event was attended by employees of the language training centers of the Akmola region, chief specialists of the Department for the Development of Languages of the Kostanay region, language specialists and teachers of the Rudnensky City Language Training Center.

On March 4, 2021, the State Institution "Akmola Regional Educational and Methodological Center" of the Department of Internal Policy of the Akmola region held a round table "transition to the Latin alphabet-a new belt of the Kazakh language" in order to popularize and popularize the improved version of the Kazakh alphabet with Latin graphics among teachers and methodologists, and also focused on the place and meaning of diacritics and gave an idea of the brief history, graphics and composition of the Kazakh alphabet. As a result of such events, teachers develop opportunities and add knowledge when teaching adults the Latin alphabet.

Also on February 12, 2021, the head of the Center K. Tulekeyev and the methodologist of the Center A. Karsabayeva gave an interview to the Akmola regional TV channel "Kokshe" in connection with the approval of the improved version of the Latin alphabet. N. Gumilyov Eurasian National University, on the results of the research project "Toponymy of the Akmola region" - the program of ethnotarychic and toponymic research."

From March 9 to 19 of this year, the Department of Internal Policy of the Akmola region on the eve of Nauryz Meirama in order to popularize and popularize national traditions and customs, road and ritual events among the language training centers held a regional online video contest on the theme "Ulystyn uly kuni-Ulttyk zhangyru meirama".

Since March 2021, the forum "Til-tauelsizdik tiregi" has been organized, in which the mayors of all districts and cities of Kokshetau and Stepnogorsk share their thoughts live.

The second direction is to strengthen the role of the state language as a language of interethnic communication.

For the 1st quarter of 2021, the document flow in the state language coming from state bodies amounted to 97.7%.

In the 2020-2021 academic year, 556 full-time secondary schools are functioning in the Akmola region. The total number of students is 130 thousand, of which 61986 (47.7%) students are taught in the state language, and 67943 (52.3%) students are taught in Russian. Russian Russian schools are taught in 159 schools in the Kazakh language, 178 schools in Russian, 219 schools in Kazakh and Russian languages.

The number of students studying in the state language is growing. The student body in the 2014-2015 academic year was 46,216 students, their share – 44.6%.

A total of 748 children of ethnic groups are enrolled in day schools.

There are 19 language training centers in the Akmola region (16 district, 2 city and regional educational and methodological centers). These centers are funded from the local budget. The main purpose of the center is to teach adults the state and English languages. In the 2020-2021 academic year, 3776 students are enrolled in the region, of which 3153 are taught the state language, 623-English. Currently, 1073 representatives of ethnic groups in the region study the Kazakh language.

From the first half of 2021, preventive control over the implementation of the Law of the Republic of Kazakhstan "On Languages"will be carried out in 26 state institutions of the Akmola region. So, in the republican state institutions "Department of the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan for the Akmola region", "Akmola Regional Territorial Inspection of Forestry and Wildlife of the Committee of Forestry and Wildlife of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan", "Inspection of transport control for the Akmola region of the Transport Committee of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan". It is planned to carry out preventive control in a number of state institutions in Arshalyn, Birzhan-sal, Yerementau, Sandyktau, and Shortandy districts.

In the republican state institutions "Department of the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan for the Akmola region", "Akmola Regional Territorial Inspection of Forestry and Wildlife of the Committee of Forestry and Wildlife of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan", "Inspection of Transport Control for the Akmola region of the Committee of Transport of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, violations of Articles 10, 21 were found.

Currently, these republican state institutions are working to eliminate the violations committed in the implementation of the Law of the Republic of Kazakhstan "On Languages".

In compliance with the requirements of the law "on languages in the Republic of Kazakhstan" and the state program for the implementation of the language policy in the Republic of Kazakhstan for 2020-2025, work is constantly being carried out in the districts of the Akmola region and the cities of Kokshetau and Stepnogorsk to determine the degree of coverage of details and visual information that meets the standards of the state language. During the study, the requirements of the language legislation were explained to individual entrepreneurs, and booklets were distributed.

In addition, the hotline (call center) in the institutions responsible for the language problems of the city (district), called and received the necessary advice from the residents of the city (district) on visual information and advertising.

Linguists conducted monitoring of social networks in the territory of the region, carried out the necessary work in relation to advertising that does not comply with the language legislation and criticism expressed in relation to advertising.

The Department of Internal Policy of the Akmola region carried out work on the coordination of advertising sketches prepared by advertising agencies and individual entrepreneurs in order to prevent illegal and illiterate advertising in the city of Kokshetau.

3. The third direction is the development of the language capital of the citizens of Kazakhstan.

In the 2020-2021 academic year, 170 representatives of other nationalities were given the opportunity to study their native languages. The training is conducted in 7 languages: Russian, German, Tatar, Polish, Chuvash, Korean and Armenian.

The training is conducted in accordance with the programs and calendar-thematic plans approved by the Department of Education of the city of Kokshetau.

Educational work is carried out with students on the formation and development of Kazakhstan's patriotism. Along with the state holidays of the Republic of Kazakhstan, schoolchildren celebrate traditional holidays of different ethnic groups of the country.
