⚡️ Colouring Money pilot project have been launched
The Anti-Corruption Service discussed the implementation of the President’s instructions on scaling Colouring Money pilot project in the process of developing budget funds using digital tenge.
The meeting was held by the head of the Agency A.Zhumagali and the Minister of Finance M.Takiev, Deputy Chairman of the National Bank B.Sholpankulov, Vice Ministers of Transport, Industry and Construction, agriculture, digital Development, as well as deputy governors of regions and heads of social and entrepreneurial corporations (hereinafter - SEC) and state-owned enterprises took part in the event.
On February 7 this year, at an expanded meeting of the Government, the Head of State instructed to scale projects on marking and tracking money using digital tenge.
In this direction, the introduction of the mechanism of Colouring Money in the processes of budget development was laid down in the Concept of Anti-corruption policy approved by the Decree of the President of the Republic of Kazakhstan.
This mechanism will be implemented on the basis of the digital tenge platform, which is being carried out by the National Bank in cooperation with the Treasury of the Ministry of Finance.
“Of course, the digital tenge is an important, progressive tool to prevent theft. Its fulfilment will ensure effective, targeted use of budget funds. This is our key task,” said the Chairman of the Agency.
To implement the pilot implementation of Colouring Money , one of the most corruption–prone areas has been identified - road construction, the use of allocated SEC funds and subsidizing the purchase of agricultural machinery and equipment.
Pilot testing will begin with individual sections of roads of national importance, in one of the regional secs and on investment subsidies allocated by KazAgroFinance JSC.
The meeting participants discussed detailed project issues, technical aspects of the platform’s operation and the possibility of tracking “coloured money”, as well as identified specific performers and deadlines for each stage.
Following the results of the event, a Roadmap was approved by all interested parties.
